Health sources confirmed that the Ministry of Health had obtained approvals from the regulatory authorities to establishing, complete and maintain the Kabd Health Center, affiliated to the Jahra Health District, after re-examining the request to float the tender again, noting that it is one of the important future projects, and serves large segments in the region, reports Al-Qabas daily. The sources pointed out that the aforementioned area is inhabited by a significant number of expatriate workers, as well as citizens of the owners of cabins and rest houses who come to the area periodically, especially during official holidays and the weekend, explaining that this requires providing the best medical services in the health center, whether it is to be established or currently in place.

The sources also pointed to about 20,000 expatriates working in about 11,000 farms and surrounding areas will benefit from the new health center project and deal with emergencies and accidents at any time, especially during the winter and summer holidays, explaining the difficulty of transferring cases to Farwaniya or Jahra hospitals for treatment as the time factor is very important to save the life of any patient or injured person in the area.

On the other hand, the sources stated that the ministry had obtained approvals to extend contracts for four tenders for the preparation and delivery of meals to public hospitals and health centers, for periods of up to 6 months, at a cost of about 9 million dinars, indicating that it includes “wages, meals and maintenance” until new tenders are floated stressing the keenness of the Ministry of Health to provide all services to all patients in the wards and intensive care, in addition to health services.

Beware Of Electronic Fraudsters In Kuwait And Gulf Countries

Due to the difficulty of proving the crime technically, electronic fraud is on the rise in Kuwait and the Gulf countries in general. It is exacerbated by lapses committed by targeted users through chat programs, social networking sites, messages, or even electronic games or fake pages.

Sophisticated methods of fraud have spread, the latest of which is falsifying logos of companies or stores, to entrap customers in the purchase, payment and money transfer window, without the real presence of products or the delivery component, which has made many people who depend on e-shopping and direct purchase, through smart applications or websites, which have become uncomfortable at international level, reports a local Arabic daily.

The Public Prosecution every year deals with at least 350 cases of electronic fraud filed by individuals who have been misled by Kuwaiti phone numbers using communication applications WhatsApp or IMO, or by sending links via text messages, using logos or names of government agencies.

The head of the Kuwait Society for Information Security, Dr. Safaa Zaman, told the daily that Kuwait ranks fourth in the list of fraud cases registered in the Middle East and North African countries, and residents are among the most likely victims of electronic fraud.

Dr Zaman said that a recent study prepared by the Naif Arab University for Security Sciences in the Kingdom of Saudi Arabia, in cooperation with the International Criminal Company “Interpol”, under the title “The Role of Financial Institutions in Reducing Information Crimes” at the beginning of this year, showed the presence of 5 types of financial fraud crimes, considered the most common in the Arab world, and uses 24 criminal methods to reach the victims.

She added, the study analyzed 503 fraudulent ads, topped by 4 methods in the areas of “investments, business email, romantic text message fraud, in addition to the method of sexual extortion.”

With regard to fraud methods that were monitored at the local level, Zaman said that they “diverse and evolved, with the development of technical eras, and increased with the prosperity and spread of social networking programs, based on the richness of these programs with data and personal information, which facilitated penetration operations in general, and fraud in particular.” .

Dr Zaman continued saying, one of the most important requirements for financial fraud is the presence of adequate data and information about the victim, which is provided by social networking programs. Unfortunately, users do not realize the importance of the data and information placed in these programs and their uses that may expose them to theft and extortion through the use of social engineering.

She pointed out that “the spread of a new method recently, in which the fraudster convinces the victim to download an application that enables him to control his device remotely, and when the victim downloads the application, the fraudster gains full control of his device and then transfers money and steals files and data without hindrance or approval from the victim.”

Dr Zaman provided a set of tips for individuals, so that they can make optimal use of the current technological tools of the virtual world, to avoid falling into scams, by “not trusting the link or social networking accounts and making sure that no one wants to give you money easily and without fatigue, and not to place sensitive data in the phone, using a prepaid card to complete electronic purchases, not sharing credit data with anyone even if the merchant or representative asks you, and not entering your personal data into public devices or connecting to unreliable networks.

She called for caution against dealing with websites with poor design and content, and immediately reporting any fraud or attempt to mislead you, so that the bank can take the necessary measures, educate other customers, and constantly update the operating system.

The 10 most common methods of electronic fraud in the modern era

- Sending links that take the victim to sites containing malicious software
- Links whose mission is to seize the secret number of bank accounts
- Contact the victim by phone and take data, the most important of which is (OTP)
- Software that hides caller numbers and shows the number of the bank or financial institution
- Fake websites bearing the name and logo of the bank or financial institution
- Online stores displaying fake, counterfeit and non-genuine goods
- False bank letters by email or text message
- Granting loans on easy terms or repaying loans without reasonable conditions
- Pay off loans in exchange for your signature on documents by paying larger amounts
- Cameras in automated teller machines that reproduce cards and their information The Latest and important news on our Telegram Channel click here to join

Kuwait Municipality allocates new camping sites

The Kuwait Municipality said it has allocated three new sites for the 2022- 2023 (November 15, 2022 to March 15, 2023) spring camping season in what it called on temporary basis, reports Al-Rai daily. Informed sources said the Municipality Director-General, Engineer Ahmed Al-Manfouhi, has instructed the spring camps committee in the Municipality to provide full support to small food projects, by organizing and distributing them at camping sites in distinct places. Eng Manfouhi recommended limiting the work of cooperative societies to central markets only, and to exclude them from any expansion of commercial activities such as restaurants, especially since the Municipality provides a service to these coops by allowing them to establish central markets in the mainland.

After the committee’s meeting Tuesday, the head of the Spring Camps Committee, Deputy Director- General for Hawalli and Ahmadi Governorates Sector Affairs, Fahd Al-Shatili, revealed an invitation was sent to representatives of cooperative societies to meet next Tuesday to choose areas within the approved sites specified by the committee to establish central markets and recreational facilities, explaining that an adjustment has been made to the sites which came up for discussions during the previous meeting.

Al-Shatili explained the terms and conditions of the camping season will be adopted soon, pointing out that the committee continues to coordinate with the concerned authorities to prepare, equip and provide comfort for campers during the upcoming spring camping season. It also reviewed the controls, requirements and procedures for camp licenses and called on those concerned to adhere instructions and not to set up shop before opening the door for the license that will be announced in other than the sites specified for camping by the committee, in order to avoid removal by the field teams that have been formed at the governorate level, to survey, prepare and clean all sites.

‘No increase in price of eggs in Kuwait

The head of the Federation of Poultry Companies, Azara Al-Husseini, confirmed the companies’ commitment to the prices set by the Ministry of Commerce and the Union of Cooperative Societies, noting that “there has been no change or increase in poultry products for a long time,” and that the recent rise in prices were notices in supermarkets only due to the increase in the cost of feed the producing companies have to put up with, reports Al-Qabas daily. Al-Husseini Saud the union is “against the idea of monopoly, which was not applied by any of the producing companies, in order to ensure that live and frozen chicken products and eggs reach all consumers without hindrance,” pointing out that “meetings are continuing with the Union of Cooperatives and the Ministry of Commerce, regarding the recent rise in egg prices as the prices of feed are high, and companies incur huge losses daily in return for producing poultry from their farms.

He said that “feed supply chains from some countries were affected during the Corona pandemic crisis and the Russian- Ukrainian war, which contributed to an increase in feed prices in a comprehensive manner, which increased the suffering of national companies that were affected in this aspect,” noting the importance of “attention to these losses, which are now hindering proper production processes, which companies are working to overcome without any impact on the volume of demand and supply for poultry and its products, especially eggs.”

He noted that “the appropriate solution to overcome these challenges is to increase the feed support for poultry companies, and the state is moving towards securing a local stock of feed that covers the needs of poultry farms for many years, especially during crises, in addition to promoting and encouraging investment in the agricultural sector,” stressing the keenness of companies to pump additional quantities of eggs into coops and supermarkets to meet the current increase in demand

Sheikh Ahmad continued addressing MPs by saying he was honored to deliver a speech on behalf of His Highness the Amir on the occasion of the opening of first ordinary session of the 17th legislative term.

"It gives me great pleasure to congratulate you for gaining the trust of the Kuwaiti people, who chose their representatives in parliament to respond to their wishes," the premier said, adding, "and I wish you success in serving the people and what they aspire to."

His Highness the Prime Minister said that he extended his sincerest appreciation and pride to the Kuwaiti people, who responded to the messages and directives of His Highness the Amir and Crown Prince, in their speech addressed last June 22nd to re-correct the course of the political scene and to wisely choose who represents them, which reflected on the real and transparent competition among candidates during the last election.

The premier added that such atmosphere took place after the two decrees of law that came urgently in implementation of the provision of Article (71) of the Constitution to amend and add a number of articles regarding elections for members of the National Assembly so that voters vote with their citizens IDs.

"We meet today to open the first session of your esteemed council. We welcome the new era with an atmosphere of optimism, hope and determination to work hard on our national priorities, responsible performance and move towards a new stage of desired cooperation," Sheikh Ahmad said.

Commitment to the principle of cooperation does not strip any authority of its competencies or confiscate the rights of its members, the premier noted. Rather, it is a constitutional pillar to promote joint action and establish democratic dialogue and constructive criticism.

The premier noted that the government looks forward to a fruitful relationship with the esteemed council, and will present its program of work in implementation of the provisions of Article (98) of the constitution, accommodating all the priorities of the next period, which are realistic and feasible for implementation according to a specific timetable in order to ensure meeting the aspirations of citizens.

Hydrogen-sucking Organisms Lived On Mars

According to a scientific study, Mars once had microbes that later disappeared because they absorbed hydrogen, which resulted in the planet's temperature dropping to fatal levels.

This was reported by the French newspaper “The Guardian”, quoting French scientists, and the full study of the experts was published in the scientific astronomical journal “Nature Astronomy”, according to what was reported by “Russia Today”, says a local Arabic daily.

The researchers studied the state of the Martian crust and assumed that 4 billion years ago, microbes that absorb hydrogen and produce methane lived on the Red Planet. And it only needed a few centimeters of rock to protect itself from the strong radiation.

“Similar microorganisms could have inhabited any area not covered by ice on Mars,” said Boris Souteri, one of the study’s authors.

But the absorption of hydrogen from the atmosphere of Mars, according to scientists, led to a decrease in the temperature on the planet by 200 degrees Celsius, which led to the death of all living things living near the surface.

Researchers from the SETI Institute did not exclude earlier the possibility of water on Mars in the beginning as its atmosphere was primarily hydrogen-based.

PAY, ESCWA platforms will be linked to determine ‘jobs’ in labor markets

The Director General of the Public Authority for Youth (PAY), Dr. Mishaal Al-Shaheen Al-Rabie and Executive Secretary of the United Nations Economic and Social Commission for Western Asia (ESCWA) Dr. Rola Dashti spoke of an executive work program for bilateral cooperation in the field of monitoring and analyzing the skills required for labor markets, reports Al-Qabas daily.

Under the executive work program, the Youth Authority’s appointment platform will be linked to the ESCWA “Skills Monitor” platform to analyze the data and information available on the appointment platform using artificial intelligence and big data mining, and then identify the skills most in demand for the labor market today and the future skills that the state needs to achieve its economic vision.

Al-Rubaie said this cooperation will undoubtedly help the Youth Authority in determining the future skills of the labor market, which should direct school students affiliated with the Authority’s Academic Advising Center to study and specialize in distinguished universities. He stressed the authority’s keenness to implement Cabinet decisions in addressing important issues directly related to youth, and taking care of them, pointing out that the link between the authority and ESCWA will enhance and unify the efforts of state institutions aimed at developing the labor market and developing human capital.

Al-Rubaie explained that linking the two platforms will enable decision makers to formulate national policies and strategies and support Cabinet initiatives to harmonize education and labor market outcomes, localize skills that will lead to economic and investment activity in Kuwait, and assist in the assessment and analysis of sudden shocks affecting labor markets, the latest of which is the Covid pandemic. He added the link will also help the Youth Authority to adapt to the changing trends of the needs of the labor markets, to develop its rehabilitative and vocational programs and services provided to Kuwaiti youth through the project included in the state’s development plan, and to develop mechanisms to enhance productive national employment in the private sector in cooperation with the Public Authority for Manpower and the Civil Service Commission.

For her part, Dr Dashti praised the complementary part of the role of the appointment and “Skills Monitor” platforms to achieve an effective impact on the Kuwaiti labor market. She pointed out that the platform relies on data and artificial intelligence, and was developed by ESCWA to monitor, process and analyze online job advertisements in the Arab region. Dashti stressed that the importance of linking the two platforms lies in reducing the gap between vacant jobs and the scientific and practical qualifications of Kuwaiti youth.

Cooperation

EPA warned about the danger posed by toxic gases from nine landfills

The Environment Public Authority (EPA) has warned about the danger posed by toxic gases from nine landfills to water and soil, reports Al-Qabas daily. The daily obtained a copy of EPA’s report, in which it called for remedial and protective measures to address the potential risks posed by 10 other landfills in the country; such as treatment, monitoring, restriction of use and further investigation.

The authority pointed out these landfills pose great danger to air, water and soil; indicating five of these landfills affect the population significantly. The authority stressed the importance of monitoring landfills in the event of medium or high risks; asserting this includes monitoring groundwater quality and emissions. It pointed out the impact of emissions from landfills in Jahra, Seventh Ring Road, Mina Abdullah and Amghara on air, water, soil and the population.

It added the impact of emissions from landfills in Al-Qurain, Amghara, Sabhan, Al- Askari, Jleeb Al-Shuyoukh, Shuaiba and Kabd on the air is moderate; in addition to the slight danger posed by the landfills in Yarmouk , Darkal Kabd, construction and demolition waste dumpsites in the southern part of the Seventh Ring Road and Rahiya. The report revealed ‘high risk’ for water and soil in nine landfills — Jahra, southern part of the Seventh Ring Road, Mina Abdullah, Qurain, Amghara, Sabhan, Al- Askari, Jleeb Al-Shuyoukh and Shuaiba industrial waste treatment; indicating the soil is contaminated with mercury.

It warned that the gases emitted by landfills can affect the atmosphere and air in the region; in addition to the impact on water through the leakage of waste into groundwater that seeps into the soil below the landfill and above the ground, asserting the running water in the landfill could pollute rain water, soil and plants around the landfill.

As for the impact on the population; the report indicated that it affects nearby residential areas, as well as workers in the landfill considering toxic gases, dust, odor and microorganisms could cause diseases and spread of pests. The report disclosed that 4,701 tons of non-domestic waste materials are dumped into landfills annually, including 154.6 tons of hazardous industrial waste from seven commercial activities — chemicals, machinery, equipment, metal products, oil industry, dry industrial wastewater and nonmetallic minerals.

The price of eggs on Kuwait to jump 40%

The price of eggs in parallel markets increased by 25 percent and the price hike rate is expected to reach 40 percent soon due to the increase in feed prices, spread of bird fl u and monopoly of a certain egg-producing company, reports Al- Jarida daily. In view of an unjustified price hike, the Consumer Protection Association demanded for the State’s intervention by establishing a local company to produce eggs in order to stabilize prices. Meanwhile, the Union of Cooperative Societies confirmed that it rejected the request of egg producing companies to increase prices; stressing this is one way of protecting consumers from the greed of some companies. It has been observed that the main and subsidiary markets in cooperative societies have no or limited supply of eggs.

A source from the cooperative sector revealed to the daily that companies supplying eggs to cooperatives reduced the quantities delivered daily – more than 60 percent reduction. This is reflected in the absence of eggs in cooperative societies which maintained the price of the commodity; while poultry companies increased their sales to parallel markets, some of which raised the price of eggs by nearly 40 percent.

In addition, Head of the Consumer Protection Association Mishaal Al-Manea disclosed they found out that the price of eggs increased by 25 percent and it is likely to reach 40 percent soon; because of the increase in feed prices and talks about the spread of bird flu, which contributed to reducing production, and consequently, the lack of supply. He pointed out these causes and price hike rate are illogical. Al-Manea pointed out the country has egg production companies and the Ministry of Commerce has banned the export of its products, so there must be abundant supply in the local market. Kuwaiti companies can achieve selfsufficiency in terms of egg supply for the local market, he concluded.
