Health Ministry Establishes KD2 Service, KD5 Medicine for Expats

 
 
 

The Ministry of Health has amended the healthcare fees for foreigners, reports Al-Seyassah daily. The amendment exempts illegal residents (Bedouns) holding valid security cards, children of Kuwaiti women married to non-Kuwaitis, non-Kuwaiti men married to Kuwaiti women, citizens of other Gulf Cooperation Council (GCC) member-states provided they hold valid civil identification cards or passports, scholarship students, wards of social care centers, youths below 18 years old who are suffering from cancer, non-Kuwaiti children below 12 years old who have severe disabilities, prisoners, domestic workers staying in domestic labor shelters, and members of official envoys and transit passengers.

The illegal residents (Bedouns) with expired security cards and registered in the health insurance system will pay KD10. Expatriates and diplomats registered in the health insurance system will pay KD2 as service fee in addition to KD5 for medicines. Visitors who are not registered in the health insurance system will pay KD10. Domestic workers will pay KD1 for services and medicines. Non-Kuwaiti employees in ministries and their family members will pay KD2 for services in addition to KD5 for medicines. They are exempted from the X-Ray and nuclear medicine fees.

A recent study has confirmed that healthcare workers, particularly those in primary healthcare centers, experience significantly higher rates of violence compared to workers in other fields. The findings reveal alarming statistics about the prevalence of verbal and physical abuse faced by dispensary staff, including doctors and nurses.

85.9% of dispensary staff, totaling 383 individuals, have experienced some form of violence; 77.3% have been subjected to physical violence; 48.8% have faced psychological violence; 20.3% have encountered verbal assault; 15% have been bullied; 1.9% have experienced sexual harassment and 6.4% have been targets of racism. Women are more frequently subjected to all types of violence than men in primary health care centers; Nurses face higher rates of violent practices compared to doctors and this trend is consistent in countries such as Kuwait, Serbia, Greece, and Saudi Arabia.

Dr. Hoda Al-Ghareeb, a contributor to the study, emphasized the severe impact of such violence on healthcare personnel. The study warns of the critical need to address and mitigate the high rates of violence against healthcare workers, stressing that those in primary healthcare settings are at a substantially greater risk of verbal and physical abuse than professionals in other fields. The findings underscore the urgent need for policies and measures to protect healthcare workers from violence and ensure a safer working environment.

The study highlights the importance of addressing this issue to safeguard the well-being of those dedicated to providing essential health services. A study conducted by Dr. Hoda Al- Gharib, a family medicine consultant at the Ministry of Health, highlights the prevalence of violence in primary healthcare environments and its detrimental effects on work efficiency, employee health, societal behaviors, healthcare costs, and job satisfaction. This study underscores the critical need to address and mitigate violence in healthcare settings, particularly in primary healthcare centers, to ensure a safe and healthy environment for both healthcare providers and patients.

The Public Authority for Manpower revealed that the Authority is consistently working to enhance online systems and integrate services and procedures within the Sahel application, alongside the Ashal service and other online services provided by the Authority.

This initiative is part of the Authority’s commitment to streamline and automate all procedures to achieve complete digitalization. The goal is to facilitate and expedite the completion of transactions for business owners, encompassing everything from opening files and registering national and expatriate workers to needs assessment services and inspections.

The Authority has launched several platforms, including the “Fakhruna” platform, designed for recruiting Kuwaiti national citizens. This platform benefits job seekers in the private sector and includes services such as the disbursement of a job search allowance for eligible individuals, requests for graduate stipends, and unemployment insurance. It also addresses graduates’ bonus grievances and provides a service for applying for the graduates’ bonus.

Additionally, the platform offers services for submitting requests to disburse graduates’ stipends and unemployment allowances and completing graduates’ transactions. It also facilitates access to job search allowances and unemployment insurance and showcases job opportunities provided by companies through the Authority’s website.

The source added that the Authority enables Kuwaiti nationals to register via online forms of Ashal service, which streamlines 71 automated procedures within companies.

Update your civil ID address or face a KD100 fine

 
 
 

The Public Authority for Civil Information (PACI) has warned that failure to amend the address in the civil identification card could lead to a fine not exceeding KD100 as per Law No. 32/1982. PACI recently published an announcement on the Official Gazette ‘Kuwait Al-Youm’ about the deletion of the addresses of 397 people based on the house owner’s acknowledgment or due to the demolition of the building.

It urged all those whose residential addresses were deleted and whose names were published in the gazette must register the new address and submit the supporting documents within 30 days from the date of publication. It stressed that failure to register the new address warrants a fine not exceeding KD100 as per Law No. 32/1982. In this context, PACI recently announced the launching of a new service through the unified government application, ‘Sahel’.

It disclosed that the ‘Address Availability’ service enables the user to inquire about the availability of a residential address in its records and amend the status if necessary in order to avoid paying the stipulated fine. In other news, the Public Authority for Civil Information (PACI) has vehemently denied the rumor about the collection of fees for the authentication process on ‘My Identity’ (Kuwait Mobile ID) application. PACI stressed that it provides services through the application for free; including authentication, e-signature and sending notifications.

Narendra Modi, leader of Bharatiya Janata Party (BJP), has taken oath as India's prime minister for a third time. The ceremony took place at Rashtrapati Bhavan, the official residence of the Indian president.

Apart from two terms as Prime Minister beginning 2014, Narendra Modi also has the distinction of being the longest-serving Chief Minister of Gujarat with his term spanning from October 2001 to May 2014.

The Minister of Justice and Minister of Awqaf and Islamic Affairs, Dr. Muhammad Al-Wasmi, has announced the forthcoming launch of 19 new electronic services by the Ministry of Justice within the year. In addition, 10 new notifications will be activated through the unified government application for electronic services, “Sahel.”

Dr. Al-Wasmi revealed that during the year 2023, the “Sahel” application facilitated over 1,220,000 electronic transactions and delivered more than 4 million notifications to its users.

Emphasizing the Ministry’s commitment to digital transformation, Dr. Al-Wasmi stated that the Ministry of Justice is intensifying its efforts to expand its digital services. The primary objective is to enhance customer service by focusing on the ease and quality of electronic services available through the “Sahel” app.

The traffic department tracks cars whose insurance has expired by using advanced camera technology

 
 
 

The Traffic Department has begun tracking vehicles with expired insurance using advanced traffic camera technology installed in security patrols and on all ring, main, and internal roads. According to a recent report, since the implementation of this modern system, patrol teams have seized 176 vehicles that were either wanted or lacked valid insurance.

Last week, officials registered 3,186 traffic violations and impounded 176 vehicles and 26 motorcycles. They arrested 43 violators and reckless drivers, referred 18 juveniles to the Juvenile Prosecution for driving without licenses, and detained 31 individuals wanted for security and criminal cases, as well as residency law violations. Additionally, three people were arrested for narcotic substance use.

The Traffic Operations Sector has developed an integrated traffic security plan to manage the traffic situation, focusing on vehicles without valid insurance and addressing the issue of juveniles driving, particularly during the summer vacation, officials said.

Security sources reveal that scammers exploit the summer holidays and Eid al-Adha to prey on people’s eagerness to vacation in chalets. Some create fake accounts and websites, luring victims with enticing offers before disappearing after receiving deposits or payments.

The Cybercrime Department has received numerous complaints related to fraudulent chalet reservations, with perpetrators being tracked down and legal action taken against them. Scammers often operate from abroad to evade prosecution. Experts emphasize the importance of verifying rental sites and confirming chalet details before making any payments. Victims can file fraud cases and seek legal assistance to recover losses. Dr. Safaa Zaman, President of the Information Security Association, warns that social engineering techniques are evolving, making fraud detection more challenging.

The spread of advanced technologies further facilitates fraud operations, emphasizing the need for legislation to regulate technology use. Specialist Qusai Al-Shatti advises verifying advertisements and the authenticity of rental entities or brokers. Families are urged to exercise caution and report suspicious activities to security authorities to avoid falling victim to scams.

Fraud carries penalties of imprisonment and fines, with civil compensation lawsuits available for victims. Lawyer Inaam Haider stresses the importance of legal recourse for recovering embezzled amounts and damages. MoH Unveils Employee Fingerprint Attendance System

 
 
 

To enhance attendance monitoring, the Ministry of Health has decided to apply the “fingerprint system” to all employees of the Ministry’s office and central departments, whether those practicing the profession or holding a public job. This decision also extends to all those assigned to work overtime.

The decision states that all sectors concerned with monitoring working hours in the Ministry’s office and the central departments shall undertake the necessary measures to take the fingerprint of employees who have not previously been fingerprinted, starting today until July 4. The decision excludes the categories scheduled to be exempted from fingerprinting.

In a separate development, the Undersecretary of the Ministry of Health has issued an administrative decision to form an investigation committee into the suspicion of seizure of medicines from a primary health care center. The agent also decided to suspend the head of the pharmacy from work for the sake of investigation, in implementing the provisions of Article 30 of Decree Law No. 15 of 1979 regarding civil service.

The Ministry confirmed, in a press statement, that it took the initiative to take measures based on urgent instructions from the Minister of Health, Dr. Ahmed Al-Awadi after there was suspicion of seizure by one of the parties outside the pharmacy affiliated with the same center.

Implementing the fingerprint attendance system and investigating the suspected medicine seizure reflects the Ministry of Health’s commitment to ensuring accountability, transparency, and the proper management of its resources. These measures aim to strengthen the Ministry’s operations and maintain the public’s trust in the healthcare system.

In a recent decision, the Kuwait Cabinet has directed the Minister of Public Works to initiate the replacement of road names across Kuwait with numerical designations. This directive excludes roads honoring heads of state and those named after foreign countries or cities as part of reciprocal agreements.

Per the cabinet's resolution, the naming of roads, roundabouts, and similar infrastructure will be restricted to honor sultans, kings, rulers, princes, and heads of state exclusively. The newly inaugurated center has been equipped with state-of-the-art facilities and staffed with qualified medical professionals to deliver a wide range of services.

Among the services offered at the center are general medical consultations, management of chronic diseases, preventive healthcare services, and health awareness programs. Additionally, the center houses specialized medical clinics including ENT, dermatology, ophthalmology, physical therapy, pediatric, diabetes, and dental clinics, alongside public health clinics and nursing services.

Dr. Nadia Al-Jumaa, Assistant Undersecretary of the Ministry of Health for Primary Health Care Affairs, highlighted the diverse array of clinics and services available at the center, including public health clinics, chronic disease follow-up clinics, diabetes clinics, dental clinics, and specialized clinics for various medical conditions.

Furthermore, the center boasts specialized medical facilities such as ENT, dermatology, ophthalmology, physical therapy, and school health clinics, among others. Nursing services are also provided, along with an emergency room equipped with six beds to cater to urgent medical needs.

Dr. Jamal Al-Duaij, Director of Jahra Health District, underscored the significance of the new health center in complementing the existing healthcare infrastructure in the region. The opening of Al-Mutlaa Health Center “2” follows the successful operation of Al-Mutlaa Health Center “1” and an ambulance center in the N11 suburb.

The concerted efforts of the Ministry of Health aim to streamline healthcare services and ensure seamless access for residents, aligning with the Ministry’s overarching goals. New MOI Regulations: Careless Drivers Risk Vehicle Smashing and Plate Loss

 
 
 

According to informed sources, the recently launched process of destruction or crushing of cars by the Ministry of Interior is a legal procedure that is implemented when the cars are either too old, or neglected, or used for showing off and driving recklessly, or belong to owners who are unknown, reports Al-Qabas daily. They explained that the details and license plate numbers of the wrecked vehicles were deleted. Some of these cars had been taken by traffic authorities and left unclaimed for over a year, despite being advertised in the official gazette.

According to traffic regulations, if a vehicle remains unclaimed for a year after being seized, it becomes public property. Therefore, these impounded cars are auctioned off as scrap, and the proceeds are referred to the State Treasury. The source affirmed that it is crucial to crush or destroy these cars primarily for security purposes, rather than just traffic concerns, adding that the ministry plans to include the car crushing charges in the upcoming amendment to the pertinent law with the aim of reducing and discouraging reckless drivers who create excessive noise, endanger others’ lives, and disrupt traffic.

56 People Died in India's Heat Wave; Almost 25,000 Cases of Stroke Reports

 
 
 

India saw nearly 25,000 cases of suspected heat stroke and 56 people died after several heat wave days across the country from March to May, according to local media report, citing government data.

May has been a particularly bad month for the region, with temperature in capital Delhi and nearby state of Rajasthan touching 50ºC.

In a contrast, parts of eastern India have been reeling under the impact of cyclone Remal. Heavy rain in the north eastern state of Assam has killed 14 people since Tuesday.

At least 33 people, including election officials on duty in India's just-concluded general election, died of suspected heatstroke in the states of Uttar Pradesh and Bihar in the north, and Odisha in the east on Friday.

Data from the National Centre of Disease Control (NCDC) showed that the situation was worst in May, with 46 heat-related deaths and 19,189 suspected heat stroke cases, news website The Print reported.

Including suspected cases, the total number of deaths in India could be much higher at 80, newspaper The Hindu reported.

Over 5,000 cases of heatstroke were detected in the central state of Madhya Pradesh alone

The weather office has predicted that heat wave conditions will be less severe till Wednesday and an early arrival of monsoon in the southern state of Kerala last week is expected to bring more relief.

My fellow Indians,

modiThe biggest festival of democracy, the 2024 Lok Sabha Elections, are concluding today in our nation, the Mother of Democracy. After a three-day spiritual journey in Kanniyakumari, I have just boarded the plane for Delhi. Through the day, Kashi and numerous other seats have been in the midst of voting.

My mind is filled with so many experiences and emotions... I feel a boundless flow of energy within myself. The 2024 Lok Sabha elections are the first in the Amrit Kaal. I began my campaign a few months ago from Meerut, the land of the First War of Independence of 1857. Since then, I have traversed across the length and breadth of our great nation. The final rally of these elections took me to Hoshiarpur in Punjab, the land of the great Gurus and a land associated with Sant Ravidas Ji. After that, I came to Kanniyakumari, at the feet of Maa Bharti.

It is natural that the fervour of the elections was echoing in my heart and mind. The multitude of faces seen in rallies and road shows came in front of my eyes. The blessings from our Nari Shakti…the trust, the affection, all of this was a very humbling experience. My eyes were getting moist... I entered into a ‘sadhana’ (meditative state). And then, the heated political debates, the attacks and counter-attacks, the voices and words of accusations which are so characteristic of an election…they all vanished into a void. A sense of detachment came to grow within me...my mind became completely detached from the external world.

Meditation becomes challenging amidst such huge responsibilities, but the land of Kanniyakumari and the inspiration of Swami Vivekananda made it effortless. As a candidate myself, I left my campaign in the hands of my beloved people of Kashi and came here.

I am also grateful God for instilling me with these values from birth which I have cherished and tried to live up to. I was also thinking about what Swami Vivekananda must have experienced during his meditation at this very place in Kanniyakumari! A part of my meditation was spent in a similar stream of thoughts.

Amidst this detachment, amidst the peace and silence, my mind was constantly thinking about the bright future of Bharat, the goals of Bharat. The rising sun at Kanniyakumari gave new heights to my thoughts, the vastness of the ocean expanded my ideas, and the expanse of the horizon continuously made me realize the unity, the Oneness, embedded in the depths of the universe. It seemed as if the observations and experiences undertaken in the lap of the Himalayas decades ago were being revived.

Kanniyakumari has always been very close to my heart. The Vivekananda Rock Memorial in Kanniyakumari was built under the leadership of Shri Eknath Ranade ji. I had the opportunity to travel extensively with Eknath ji. During the construction of this Memorial, I had the opportunity to spend some time in Kanniyakumari as well.

From Kashmir to Kanniyakumari... this is a common identity that is deeply ingrained in the heart of every citizen of the country. This is the ‘Shakti Peeth’ (seat of Shakti) where Maa Shakti incarnated as Kanya Kumari. At this Southern tip, Maa Shakti performed penance and waited for Bhagwan Shiva, who was residing in the Himalayas at the northernmost parts of Bharat.

Kanniyakumari is the land of confluences. The sacred rivers of our country flow into different seas, and here, those very seas converge. And here, we witness another great confluence—the ideological confluence of Bharat! Here, we find the Vivekananda Rock Memorial, a grand statue of Saint Thiruvalluvar, Gandhi Mandapam, and Kamarajar Mani Mandapam. These streams of thought from these stalwarts converge here to form a confluence of national thought. This gives rise to great inspirations for nation-building. This land of Kanniyakumari gives an indelible message of unity, especially to any person who doubts Bharat’s nationhood and the sense of unity.

The grand statue of Saint Thiruvalluvar in Kanniyakumari seems to be looking at the expanse of Maa Bharati from the sea. His work Thirukkural is one of the crown jewels of the beautiful Tamil language. It covers every aspect of life, inspiring us to give our best for ourselves and for the nation. It was my great fortune to pay my respects to such a great figure.

Swami Vivekananda once said, 'Every nation has a message to deliver, a mission to fulfil, a destiny to reach.'

For thousands of years, Bharat has been moving forward with this sense of meaningful purpose. Bharat has been a cradle of ideas for thousands of years. We have never considered what we have acquired as our personal wealth or measured it purely by economic or material parameters. Therefore, 'Idam-na-mama' (this is not mine) has become an inherent and natural part of the character of Bharat.

Bharat’s welfare benefits our planet’s journey to progress as well. Take the freedom movement as an example. Bharat gained independence on August 15, 1947. At that time, many countries around the world were under colonial rule. Bharat’s independence journey inspired and empowered many of those countries to achieve their own freedom. That same spirit was seen decades later when the world came face to face with the once in a century COVID-19 pandemic. When concerns were raised about the poor and developing countries, Bharat’s successful efforts provided courage and assistance to many nations.

Today, Bharat’s governance model has become an example for many countries around the world. Empowering 25 crore people to rise above poverty in just 10 years is unprecedented. Innovative practices such as Pro-People Good Governance, aspirational districts, and aspirational blocks are being discussed globally today. Our efforts, from empowering the poor to last-mile delivery, have inspired the world by prioritizing individuals standing at the last rung of society. Bharat’s Digital India campaign is now an example for the entire world, showing how we can use technology to empower the poor, bring transparency, and ensure their rights. Inexpensive data in Bharat is becoming a means of social equality by ensuring the reach of information and services to the poor. The whole world is witnessing and studying the democratization of technology, and major global institutions are advising many countries to adopt elements from our model.

Today, Bharat’s progress and rise are not just a significant opportunity for Bharat alone, but also a historic opportunity for all our partner countries around the world. Since the success of the G-20, the world has been increasingly envisioning a bigger role for Bharat. Today, Bharat is being acknowledged as a strong and important voice of the Global South. The African Union has become a part of the G-20 group at the initiative of Bharat. This is going to be a crucial turning point for the future of African countries.

The development trajectory of Bharat fills us with pride and glory, but at the same time, it also reminds the 140 crore citizens of their responsibilities. Now, without wasting a single moment, we must step forward towards greater duties and larger goals. We need to dream new dreams, convert them into reality and begin living those dreams.

We must see Bharat’s development in a global context, and for this, it is essential that we understand Bharat’s internal capabilities. We must acknowledge Bharat’s strengths, nurture them, and utilize them for the benefit of the world. In today's global scenario, Bharat’s strength as a youthful nation is an opportunity from which we must not look back.

The world of the 21st century is looking towards Bharat with many hopes. And we will need to make several changes to move forward in the global scenario. We also need to change our traditional thinking regarding reform. Bharat cannot limit reform to just economic reforms. We must move forward in every aspect of life towards the direction of reform. Our reforms should also align with the aspirations of a ‘Viksit Bharat’ (developed India) by 2047.

We must also understand that reform can never be a unidimensional process for any country. Therefore, I have laid out the vision of reform, perform, and transform for the country. The responsibility of reform lies with leadership. Based on that, our bureaucracy performs, and when the people join in with the spirit of Jan Bhagidari, we witness a transformation taking place.

We must make excellence the fundamental principle to make our country a ‘Viksit Bharat’. We need to work quickly in all four directions: Speed, Scale, Scope, and Standards. Alongside manufacturing, we must also focus on quality and adhere to the mantra of 'zero defect-zero effect'.

We should take pride in every moment that God has blessed us with birth in the land of Bharat. God has chosen us to serve Bharat and fulfil our role in our country’s journey towards excellence.

We must redefine our heritage in a modern way while embracing ancient values in a modern context.

As a nation, we also need to reassess outdated thinking and beliefs. We need to free our society from the pressure of professional pessimists. We must remember that freedom from negativity is the first step towards achieving success. Success blossoms in the lap of positivity.

My faith, devotion, and belief in the infinite and eternal power of Bharat are growing day by day. Over the past 10 years, I have seen this capability of Bharat grow even more and have experienced it firsthand.

Just as we utilized the fourth and fifth decades of the 20th century to impart a new momentum to the freedom movement, we must lay the foundation for a ‘Viksit Bharat’ in these 25 years of the 21st century. The freedom struggle was a time that called for great sacrifices. The present times call for great and sustained contributions from everyone.

Swami Vivekananda had said in 1897 that we must dedicate the next 50 years solely for the nation. Exactly 50 years after this call, Bharat gained independence in 1947.

Today, we have the same golden opportunity. Let's dedicate the next 25 years solely for the nation. Our efforts will create a strong foundation for the coming generations and the coming centuries, taking Bharat to new heights. Looking at the energy and enthusiasm of the country, I can say that the goal is not far away now. Let us take swift steps...let us come together and create a Viksit Bharat.

Kuwait Will See An Unusual Event Today

 
 
 

Al-Ujairi Scientific Center (ASC) has announced that Kuwait will witness a rare phenomenon known as ‘planetary alignment’ on Monday morning; when six planets — Mercury, Mars, Jupiter, Saturn, Uranus and Neptune — will align in the sky with the Moon as the seventh, reports Al-Nahar daily. In a press statement, the center disclosed that astronomy enthusiasts can watch the planetary alignment with the naked eye or by using a small telescope.

It explained that observers can see Mercury, Mars, Jupiter and Saturn with the naked eye — without the need for observation tools due to their unusual brightness, while other planets like Uranus and Neptune can be seen through a telescope; because they are located at a great distance and will appear dim. The center stated this phenomenon is called the ‘great alignment’ of six planets in the solar system, stressing it is one of the rarest astronomical events.
