The 'National Supervisor' system is used in Kuwait for school exams
The Ministry of Education in Kuwait, led by Minister Eng. Sayed Jalal Al-Tabtabaei, has approved the implementation of the "National Supervisor" system. This initiative aims to bolster the integrity and fairness of examinations at all secondary and intermediate levels in both public and private schools.
The "National Supervisor" system will operate under the direct supervision of the Inspection and Audit Office at the Ministry of Education. According to an official announcement on the Ministry's social media platform, the system’s primary goal is to monitor and ensure adherence to established regulations and laws throughout the examination process.
- Overseeing examination and control committees.
- Monitoring secret printing presses.
- Ensuring transparency and integrity in all examination-related activities.
- Submitting daily reports to the Inspection and Audit Office.
Identification and Cooperation
The Ministry emphasized the importance of cooperation from all departments involved in the examination process. National supervisors are required to present their official ID and civil ID when interacting with relevant officials in the following areas:
- Exam committees.
- School control and general control.
- Secret printing presses in educational regions and the main Ministry office.
National supervisors are authorized to review and verify decisions related to students in special committees, further ensuring fairness.
Eligibility and Training for National Supervisors
To maintain high standards, the Ministry has outlined strict eligibility criteria for the role of a national supervisor. Candidates must be Kuwaiti Ministry employees with at least five years of experience in positions such as:
- School principal or assistant principal.
- Technical supervisor.
- Head of a subject department.
- Teacher (excluding those teaching subjects included in the examination schedule).
A comprehensive training program was conducted for 215 national supervisors and 16 administrative supervisors from the Inspection and Audit Office. This specialized course equipped them with the necessary skills and knowledge to perform their duties with professionalism and efficiency.
Ensuring Neutrality and Transparency
All appointed national supervisors must sign a declaration committing to neutrality and adherence to all governing laws and regulations. They are expected to avoid any actions that might lead to conflicts of interest or compromise the integrity of the examination process.
Advancing Integrity in Kuwait’s Educational System
The Ministry described the project as a landmark move to enhance the fairness and reliability of Kuwait’s educational system. Under the direct supervision of the Minister of Education, the "National Supervisor" system will oversee every phase of the examination process, from preparation to result announcement.
This initiative aims to rebuild public trust in the educational system through meticulous monitoring, regular follow-ups, and detailed field reports designed to improve examination procedures.
