The Director of the Project Development Department at Kuwait Municipality, Fayez Al-Mutairi, has announced the implementation of a new system for managing abandoned vehicles in Al-Nayeem and Abdullah Port. This initiative aligns with the municipality's efforts to digitize its operations, as reported by Al-Jarida daily.

Digital Notifications for Vehicle Owners

Sahel App Integration

Al-Mutairi explained that vehicle owners will receive electronic notifications via the Sahel app. This message will inform them of the location of their impounded vehicles and the deadline for retrieval before the vehicles are auctioned off.

Overview of the Project Development Department

History and Purpose

Established in 1993 at the request of the Council of Ministers, the Project Development Department aims to offer projects to the private sector, enhancing efficiency and reducing expenditures from the state budget. The department initially operated under Law No. 105 until 2006 when a directive was issued to stop new projects under this law.

Legislative Framework for Public-Private Partnerships

In 2008, Law No. 7/2008 was introduced, but no projects materialized until the establishment of the Public-Private Partnership Authority under Law No. 116/2014. This authority is tasked with facilitating projects between the public and private sectors. However, Al-Mutairi noted that the process has become slow and is in need of legislative amendments to streamline operations.

The Kuwait Municipality's initiative to digitize the management of abandoned vehicles is a significant step towards improving efficiency.
