Further to the regretful incidents that occurred in the Indian Community School Kuwait in March and April 2016, whereby the sponsor locked the school boardroom and dismissed the Board of Trustees of Indian Community School Kuwait through a Kuwait Court notice and he appointed a five member ad-hoc committee to govern and investigate financial and other irregularities of the board. The sponsor has already inducted a five member Audit committee from the Indian community to investigate all allegations leveled against the board from time to time.   

There was very strong resentment among the Indian community for long time about the BoTs functioning.  There were allegations of misappropriations, irregularities, nepotism, tampering the ICSK Constitution in violation of its rules, authoritarian functioning of the BoT, callous to the teachers and staffs complaints, over staying the Elders and BoT members above their tenure, concealing and amending the constitution without taking Embassy and community in to confidence etc resulted in the dismissal of the board by the sponsor. It is reported that the Chairman of the BoT had tendered his resignation.

In view of the above circumstances, we the community are apprehensive that the present  crisis may result in losing the ICSK to the Indian community and decided to present a memorandum to the President of India, The Prime Minister of India, Minister of External Affairs, and Minister of HRD requesting them  to give needed mandate forthwith to the Ambassador of India, H E Mr. Sunil Jain to intervene in this matter on behalf of the Indian Community in Kuwait for an amicable solution to the present crisis.

The Save ICSK Forum had decided to make an online signature campaign related to the memorandum by all the registered associations under Indian Embassy and all the Indian community members.  All Indian community members, parents, teachers, students are requested to sign the memorandum online through the website specially designed for this purpose: SAVEICSK.COM

 

Memorandum:

 

1.    We request the Government of India and Indian Ambassador to intervene in the present predicament keeping the best interest of the Indian Community in Kuwait. 

2.    Necessary mandate should be given to the Indian Ambassador to act in this matter on behalf of the Government of India and Indian Community in Kuwait.

3.    An Adhoc Board of Trusteesshould be constituted by the Indian Embassy forthwith to govern the school with immediate effect having due representation of the Indian Community for an interim period of one year in order to have a democratically elected BoT to take over the charge of the school from May 1st 2017. 

4.    A Constitution Committeeshould be formed under the auspices of the Indian Embassy to revamp the ICSK constitution were many anomalies and lacunae occurred due to the tampering of the constitution from time to time by the ICSK BoT to suite to their requirements and the new constitution should be published in the School website to uphold democracy and transparency of the Constitution. 

5.    Impartial Social Audit and Financial Audit Committeesshould be constituted under the Indian Embassy regarding the allegations of irregularities and misappropriations leveled against the BoT by the sponsor and the various Indian community organizations. Legal recourse should be taken based on its report and recommendations. 

6.    The Indian Embassy and the Adhoc board should ensure that the land gifted to the ICSK by Honorable Kuwait Government, as a humanitarian gesture remains as the property of Indian Community and ICSK as its rightful owner, before any type of construction activities and allotment of fund for the new school construction. 

7.    The government of India should ensure that about 3 million Kuwaiti Dinars presently in the school fund should not be operated by anybody other than BOT. Funds of the ICSK should be overseen by the Indian Embassy until such time an Adhoc board is entrusted with task of administration of the school and its funds.   

 

Background Information:-

Indian Community School- ICSK (Formerly Indian School Kuwait – ISK) started on 5th May 1959 at Nugra with just twenty two students. In May 1969, ISK opened its first branch at Mangaf – Fahaheel. In 1970 the ISK shifted to it new building in Salmiya and in March 1972, the first batch of students appeared for the All India Higher Secondary Examination. Indian School Kuwait occupied the second building in Salmiya in 1974. In 1975, the ISK adopted the national pattern of education i.e. 10 + 2 + 3 and in the same year the first batch of 10 + 2 appeared for the AISS Exam.

Later, the name 'Indian School Kuwait' was changed to 'Indian Community School Kuwait'. The school now has four branches, three in Salmiya and one in Khaitan with a collective strength of about seven thousand students. ICSK is recognized by the Ministry of Education, State of Kuwait and is affiliated to the Central Board of Secondary Education, New Delhi, India, for the All India Secondary School Examination [Std. X] and the All India Senior School Certificate Examination [Std. XII].

The Indian Community School was taken over by the Government of India in year 1999, due to the financial and administrative irregularities by the old BoT and a new constitution and adhoc committee was appointed by Indian Embassy in Kuwait in 1999.
