The guidelines, detailed in a circular by PAM Director Marzouq Al-Otaibi, aim to standardize the recognition of engineering professionals, ensuring compliance and professional integrity.

Eligibility for Work Permits

To qualify for engineering work permits, applicants must meet the following conditions:

• Accredited Graduates: Hold degrees from government or private universities in Kuwait specializing in engineering, engineering sciences, or architecture.
• Equivalency Approval: Secure equivalency and accreditation for their qualifications from the Kuwaiti Ministry of Higher Education.

Renewals and Transfers

• Existing Engineers: Engineers already registered in PAM’s system as of September 8, 2024, can renew or transfer their work permits. Their profession will be temporarily registered until qualifications are fully equated.
• New Engineers: Engineers entering Kuwait must obtain initial recognition from the relevant committee. They will receive temporary registration for up to two years to complete the equivalency process.

Alternative Options for Non-Recognized Qualifications

Engineers whose qualifications are not initially recognized may:

• Transfer to non-engineering professions while awaiting qualification approval.
• Reapply for engineering permits once their qualifications receive approval.

Additionally, government employees transferring to the private sector must provide an original certificate from the Civil Service Bureau confirming prior registration in an engineering profession.

Special Cases Requiring Committee Approval

Family members, business partners, or individuals transferring from business visits to engineering roles in the private sector require committee approval for temporary registration. This arrangement remains valid until qualification equivalency is achieved.

Consequences of Non-Compliance

Failure to complete the equivalency process within the designated timeframe may result in the reclassification of workers into non-engineering professions. Both employers and workers bear responsibility for ensuring compliance with these requirements.
